Of course, with infinite amount of time and resources, everything is possible.
Think of a 500x500 pixels image. This image has 500 * 500 = 250000 colored pixels in it. Each pixel has a red, green and blue component, each channel consisting of 8bits (256 different values). So a single pixel has (2^8)^3 = 256 * 256 * 256 (RGB) possible values. And the image has ((2^8)^3)^250000 possible variations.
With infinite time and resources, you can generate every conceivable image if you wait enough to generate all possible variations. That means, this variations of the 500x500 color image will include every image conceivable or inconceivable, in every zoom factor. Everything, everyone has seen and will see and won't see, every frame from every movie, every frame from any possible movies, every frame from every conceivable or inconceivable variations for every inconceivable or inconceivable movie. In short, these images will have EVERYTHING universe has to offer, in image form, in EVERY zoom level.
But you remember the number of variations there? ((2^8)^3)^250000, this number is so big that it FAR FAR FAR exceeds the number of the atoms in the universe. The number of universes required to hold such data, if every atom in each of those universes were used for 100% efficient storage is still far beyond human comprehension (it is a number with around 2 million digits).
It is a matter of compression, there simply isn't enough material in the universe to keep all that data. But we are talking about theory here.
Edit: To put it into more numerically comprehensible terms, imagine this: You have a 6x6 image with only 2 colors; black and white. No gray tones, just black and white. Height is 6 pixels, and width is 6 pixels.
You can compute every variation of this 6x6 2 color image. There are 2^(6*6) such images out there which is: 68.719.476.736 (around 68-69 billion).
Double the image size, make it 12x12 and the number becomes: 22.300.745.198.530.623.141.535.718.272.648.361.505.980.416 (around 22 tredecillion).
So remember that a movie consists of a far bigger image with far richer color palette, and the movie has around 30 such images for every second. Given infinite time and resources, it is possible, but you absolutely need those infinite time and resources for this to work.
Edit 2: Don't forget that the images created should be in correct order for a movie to work, and it's another hardship altogether. Think of a deck of cards (52 cards in it). When you shuffle it, you come up with an order which most probably has never occurred before. It is not intuitive, but that's the way it is. The number of possible orderings for a deck of card is 52! (52 factorial), and that number is: 80658175170943878571660636856403766975289505440883277824000000000000
So when you shuffle a deck of cards, the probability of you coming up with a deck ordering which has occurred before is 1 in the number above, which is, as you can imagine, very very unlikely. In a 30fps movie, that amounts to around 2 seconds of footage. Still possible with infinite time and resources though. :)
