Damn this makes SOOO much fucking sense. When there is someone holding 17 hostages in a building and asking for money you just send a couple of cops and some patrols... maybe a psychologist or a negotiator. But when a harmless crazy samurai impersonator is on the street with a katana THAT is when shit is about to go down! You send a fuckload of cops and patrols, the firemen, the SWAT, riot control police with pepper gas, the fucking ROCKET LAUNCHER and of course.. a ladder.
